First transaction performs a lot of inserts in some loop. The second one is trying to insert as well and we are expecting to wait for n seconds here before we get SQLITE_BUSY error. But SQLITE_OPEN_SHAREDCACHE (which is always set in vServer mode) makes sqlite to throw SQLITE_LOCKED immediately (actually it is SQLITE_LOCKED_SHAREDCACHE, sqlite just trim error to more general SQLITE_LOCKED).
