one of them is: Report_Conditional_Formatting

You can see that you can do many things depending on value.
Exists archive, with code of all these online examples.

1. No, currently there is no such option.
Only a report footer can be used for it, but it is not printed at the bottom of the page.

2. Controls have print_if property, and you can write a condition here, for example, fldName > 0 to hide zero values.

What about checking "on_separate_page" in the report footer section?

It may not print at the bottom, but it will print this section on its own page? Will this suffice?

You'll just have to be cognizant of the pager header.

Just a suggestion. I don't know what your report requirements are.
