It depends on the values of W and H:
If W<H, H is the length of the page in portrait orientation
If W>H, W is the length of the page in portrait orientation

So you can change the page orientation for the latter case.

It depends on the paper orientation.

In portrait orientation the shortest side is always width, the longest is always height.
In landscape - the opposite: the shortest side is height, the longest is width.

So you need the landscape orientation to have this size 2.250" width X 1.250" height.
